Increase of electricity prices and liberalization process of electricity market, are two factors which influenced on necessity of protection vulnerable customers groups. The afford ability of electricity services is a key issue in the debate about electricity power sector reform. It is also an important aspect of the wider discussion on the social impacts of economic transition. The purpose of this paper is to analyze possible forms of protection vulnerable groups and to point out on its implementation possibilities in our country.
