Implementation of the European Principles in the Personnel Policy of Ukraine at Regional Level

The paper views an analysis of the specific Ukraine practices of building management personnel reserves for public administration at district level and personnel reserves for local authorities. It also considers a selection system for these personnel, based on professional qualifications and training in a specialized district school. This selection system excludes any political party-mindedness because in their future management activities these professionals will have to be guided by the state interest and the interest of the people living in the district or region, and to follow the policy outlined by the head of state, i.e. the President of Ukraine. This results from the very procedure – these personnel are not selected but appointed as civil servants. They are relied not only upon their patriotism but also upon their national responsibility and high morality excluding any political party bias. Whether the above mentioned principles are the European principles of selecting and training of district and local authorities will be judged by the reader of the paper.
